I have Visual Studio Professional 2015 and AutoCAD 2016 Version.

Just some recommendations.

So do not go forward with VB and start learning C# instead.

You'll find more relevant examples and help in C#.

To be able to have a good understanding of the example in link provided by @fieldguy , you should first learn the .NET basics outside of AutoCAD until you're cumfortable with Visual Studio, OOP and the .NET Framwork with the language you choosed.

This done, you can start with the AutoCAD .NET API from here and there.
