How to download Civil 3D API for .NET

Greetings Everyone,

I would like to know how to download and install the Civil 3D API (Below are links giving more details on the API itself). I have been unable to find any external resources that give instructions on how to do so. Does the API come with an installation of the Civil 3D Application?
