By fabricate do you mean physically manufacture? In that case a 5-axis CNC or any 3D printer.

If by fabricate you mean 3D design/replicate/model then using MM is the way to go for a complex shape like that. Kind of inaccurate to just do it by eye though.

If I have not answered your question, please elaborate. What is that anyways?

create those tube the jig is done over a dental model,looking an easy way to frabricate the tubes
