This is NURBs display, as you see the snapping follows the perfect circle/curve. You can manage its smoothness by pressing 1, 2, 3 keys, or even increase the CurvePrecision within the objects shape attributes under NURBSSurfaceDisplay.

Could you please upload the scene file? or few snapshots?. Since you are creating a NURBS surface the approach will be NURBS editing or you convert the NURBS to a Poly object. That will give you poly editing tools to create that little spout.

Can't say anything without some reference pics or the scene file. If you are following a reference picture we can guide you to the best approach to model it.

From the picture, I see that you already have activated the snapping commands from the top. So in this case you do not have to hold C (snap to curve) or V(snap to vertices). I think since both point snap and curve snap is on It is snapping to the CV of the NURBS surface. CVs are always outside of the surface, kind of a cage.

Try this.

From the top turn off point snapping, keep the snap to curve on. Now left click and hold, if needed while holding your mouse button just shake a little bit around the curve. May be it will work. It is not a complex process, their might be some other issues is causing .

If you want totally 1-deg surface to snap on, then either set Degree:Linear in Revolve node, or Rebuild it with 1 degree in U and V. Otherwise, in your video it looks like you are sliding over the 3 degree Nurbs with display precision of 1.

Without your scene we are just dancing around.
