https://forums.autodesk.com/t5/maya-modeling-forum/extrude-tool-issues/m-p/5598919#M25004 you hit the extrude edges button. make sure you are in the face section of the edit mesh menu (that changed in 2016 btw. and there is only one extrude for all components!) or just select the face(s) and hit shift + rmb (context sensitive so you always get the right extrude according to selection) and extrude from there.
