subdivision surfaces are completely outdated and should not be used anymore it´s just there for compatibility reasons. as you maybe noticed there are no menus anymore. if you still want to try you can access some options via marking menus and you need to switch to the legacy default viewport but vp2.0 will not work.

I have been trying to model a SubDiv surface, but every time I try to show the wire frame proxy, it appears solid green so that I can't see what the SubDiv surface looks like in order to edit it. I can only view it if I turn everything to wireframes. Photos attached.

Hi!

The Smooth Proxy or Subdiv Proxy feature is creating a smoothed Polygon and not an "outdated" Maya Subdivision Surface.

But the Smooth/Subdiv Proxy feature is also outdated since the introduction of Smooth Mesh Preview.

Anyway, the problem seems to be something different. In general this green indicates some problems with Material or UV assignment.

Please try a reset of your preferences.
Rename the folder prefs in folder 2017 to something like prefs_backup, or to reset everything, the folder 2017 to 2017_backup. Maya creates new folders. Detailed at:
https://knowledge.autodesk.com/support/maya/troubleshooting/caas/sfdcarticles/sfdcarticles/Reset-Maya-to-Default.html

After this try again with a new scene, or better use Smooth Mesh Preview.

http://help.autodesk.com/view/MAYAUL/2017/ENU/?guid=GUID-4863E5AE-0EA0-4596-B1AE-10C19603838E

If this doesn't work for you, please post your system specs (OS, Graphic Card).

SubDiv surface, it appears solid green , to change in simple tips : firstly add a material like lambert or blinn and active Xray view of object . it will see SubDiv surface shade view with wire frame proxy, Xray view of subdiv
