Rotate tool partly stopped working

My rotate tool is not operating the way it used to. I can't see the circle icon when ever I select the rotation tool. It doesn't give me the full 360 degree rotation capability that I used to have. I've tried resting the preference, but nothing seems to work. I don't know how to fix this.

Try to use attribute editor for rotating

Hi,

Go into Windows > Setting/Preferences > Preferences > Display and try setting the Viewport 2.0 Rendering Engine to Direct X 11 and then restart Maya.
