What do you mean with connect?

I'm just trying to connect two vertices in which they are highlighted in the screen shot. Those two vertices and connect them together. In which i want to be able to manipulate them. I am trying to make an eye but i cant make vertical edge loop.

Hi!

You can't create "only" edges between vertices.

You only can use the Muti-Cut tool to cut faces (create edge), or use Append to Polygon Tool to connect edges (create face).

I can't see in your screenshot if there is a faces in the center, so i can't recommend a tool.

Couldn't he just merge those two vertices or use target wield?

Hi!

If he wants to merge vertices, yes, but for me it sounds like he wants to create connections/edges between vertices.

For all who still don't know:

Extrude the Edge next to one of the vertices, weld both new vertices to the other vertex with the Target Weld Tool.
