Already did that, before posting. Didn't work.

Sounds like Maya 2020 is what's corrupt here :^)

Using maya on a new computer and the toolkit for the workspace is disabled; when I go to the windows>PluginManager modelingtoolkit.mil is disabled and can not be checked, the autoload can

when checking the load, it gives an error; //Error file C://Program Files/Autodesk/maya2018/scripts/others/pluginWin.mel Line 290. The Specified Procedure could not be found (modeling toolkit)

This is still a problem in a fresh install of 2020. I was asked if I wanted to load my old prefs from 2019, and thinking Maya could handle such a simple task I said "sure".

Obviously, that was asking too much.

Now my modeling toolkit won't load.

Sounds like your preferences folder is corrupted. Rather than reinstalling the entire software, you can just do this: https://youtu.be/HptugoNgwAU

When Maya asks about your preferences this time, just create default new ones.
