The other answer is absolutely correct, however it's important to note that the Modules menu isn't in OS X, which I don't believe is stated in the official support articles regarding enabling paint effects

I'm running Maya 2016 SP5 student edition and I need to use Paint Effects, and it is no longer in the rendering menu. I searched around and see that there is an alternate way to get the shelf for Paint Effects, but there are still several menu options for Paint Effects that simply don't exist in the default shelf. When I go to Windows>Settings/Preferences>Preferences, there is no Modules menu at all. I've searched on the Autodesk site and the question simply has not been asked or answered - if there is no Modules menu, then how do I get it? Thank you all!

BTW, I've also reset preferences and reinstalled Maya after dumping all associated folders within my library and applications folder with no change.

They moved the Paint Effects menu items to the "Generate" menu in 2016. (Modeling menu set.)

At long last, an answer that I can live with! What I was looking for is all of the menu options in Paint Effect, like “attach brush to curves” for example… basically all of the additional options that were under the Paint Effects menu that were not available in the shelf. Now that you’ve pointed that out, I have already found that option, so thank you so very much. Strange though, as there are still articles for Maya 2016 that state to enable Paint Effects to turn it on in the Modules menu, which no longer exists…? Maybe it was removed in a service pack update…? Either way, thank you, thank you, thank you!!!

No problem! BTW, I believe that Modules menu option is only available under WIndows. (I've never seen it in the OSX version...I think Paint Effects is enabled by default on Macs.)
