Does your path have any spaces in it? Paths with spaces in them can cause problems, such as

H:\Documents and settings\maya\projects\default\

Spaces can fail to resolve, especially on Macs, so try not to have spaces in the naming of folders in the path. XGen by default has a folder in the Default project folder or wherever the project is set. If there is no folder, XGen will create one.

Cheers

Are you trying to create Groomable spline or an Interactive Groom? Also what type of video card do you have? Can you update the drivers if they are not the latest?

Cheers

Hello, I tried to create a groom able spline with the short fur when Maya
instantly crashes, and the error when I try for the long fur is that it is
not creating the folder. So each type of hair is giving a different error
and none of them render. I tried to reinstall Maya but that didn't fix the
issue

my video card is a AMD FirePro D700
and it currently has the latest driver

How is your project setup? XGen by default saves files to the current Project location and if this is not set, XGen can fail to set up correctly when you create descriptions.

Hello,
I create project window with the scroll down in Maya and the set the
project to that folder. I way I normally do it and I haven't had this issue
in the past with the other versions. I tried however creating it in 2016
but unfortunately it isn't working now in 2016 either

After I looked through my project some more I found that instead of creating an Xgen folder it is now adding the xgen file to the scenes folder? I it supposed to do the now? normally when I set my project it will create a separate folder in the the Project directory labeled XGen?
