The bevel tool is always being improved. Maybe in a couple of versions from now you can check it again.

Yes both sides are the same. I didn't fix anything, just made sure that every edge was picked and kept all the original settings, then hit bevel and adjusted the setting shown. I actually did all edges at the same time (both sides). Maybe that's it? You could try deleting history on the object, that might be causing an issue. Hope that helps.

Sure! I would maybe try, if you haven't already, Go to {edit > delete by type > history} then also go to (edit > delete all by type > history) Then also in the bevel tool settings try going up to (edit > reset settings) and then attempt it again. Also be very careful when selecting the edges. I have had weird things happen when grabbing a stray edge and then trying to bevel. File is attached

Sorry it wouldn't let me edit my last reply. It occurred to me that you may not be able to open the .mb file I attached in the prior response because I'm using Maya 2018.4 and I think you said you were still using 2017 so here is it as an .obj

p.s. I could be wrong but, I don't think its the version of Maya that makes the difference on where it worked for me and wasn't for you. I would try doing the things I mentioned in the prior post, if you havent. I think that might fix your issue. Anyway hope it helps.
