White bar covering top menu options

Maya is opening up with the top bar being whited out as if it doesn't exist within the program. any ideas on how to make Maya realize/remember its supposed to have a bar of information in this area?

-Hide title bar, and after relaunching Maya bring it back . because I thing the white aria is the title bar

do you know a shortcut to reach the preferences because everything that should be where that bar is is inaccessible. if i click on that white bar it thinks i'm trying to click on something on my desktop instead of the Maya menus/tabs so i can't reach the settings and preferences menu the conventional way.

actually by default there is no keyboard shortcut for preferences , but you can open it from right- bottom the re is a button for preferences :
