Wire deformer does not work properly

I have something here that I have not had in 20 years of Maya. Maybe one of you can tell me why part of the surface is not deformed with the wire Deformer.
I put a curve in the middle of the tape surface and connected the surface with the curve to the wire deformer. Now when I move the bottom end of the curve, the surface is deformed with it. But only partially?
Can any of you tell me how to solve this problem?

Sorry for the late reply. Was very busy.
Here is a test file. If you move the cluster on the X axis, you should see the phenomenon.

Strange that it does not work out of the box.

But it does work with a dropoff distance of 6000.

And you have to create a new cluster.
