Are the libraries in the right location?

Are they libraries that have been migrated to a newer version and therefore not useable?

Are they on a cloud drive or something?

This is the location of the libraries

Libraries from previous versions have not been migrated, the program was installed directly from Autodesk on a new computer.
They are not in a cloud driver.

Think they need migrating if you are using a new version.
Pretty sure theres a button to do that where you were looking in the
project settings, where all the libraries were showing in red.

Standard libraries do not migrate, only custom ones.

They need to reinstall and select the standard libraries to install.

Hi! I think Ben is right. The image OP attached shows no standard idcl files are there. This means Content Center was not installed. Please run Repair install or Reinstall to add Content Center Libraries.
