Please let me know how to set up a part list and BOM template in Inventor?

For the Parts List:

Manage (tab) > Styles editor > Parts List > right-click any available > New Style.
Pay special attention to the Column Chooser to make sure you have the correct headers you need, associated with properties that are relevant to you. Save and Close your Styles editor.
Manage (tab) > Save the style to your library if you will re-use it in other documents or other people in your team will.
When you are placing your parts list in a drawing that has your new style, after clicking on Annotate > Parts List, pick from the drop-down menu under the "format" section (rightmost area of the ribbon) which style of parts list you need, to select your new one (unless you made it the default for your active style for the drawing already, back in the styles editor).

For the BOM table, it is usually pretty easy, so I will leave you this video with tips on both things:
