you can create with circles

there are a lot of options for creating this part

You have at least 2 solutions:

Use the Draft tool and draft the outer face of the chimney.

Use the Chamfer tool and create a draft from dimension+dimension or dimension+angle.

I used draft though I don't know if I did it right I wrote 12 like on picture when doing it, is it same like in example?

I think so. Use the measure tool and check that your dimensions match the graphics.

You can also add taper to an extrusion, like this:

I recall that you mentioned in a previous posting that you had very little experience reading drawings, and I want to point out that this drawing has a flaw in it that you should not repeat yourself-- it is over-dimensioned! The base of the cone is dimensioned (28.5mm), and the height of the cone is dimensioned (30mm - 10mm), and the angle of the cone is dimensioned (12°), and the top of the cone is dimensioned (20mm). Only three of those dimensions are needed to define the cone, any three will do. The fourth is not only not required, it should not be shown at all unless it is marked as a reference dimension, which is done by placing parentheses around it. Whoever created that drawing is guilty of disseminating bad habits to students.
