How should i dimension the curves corcectly? Mesure to their center points? Is there a way to break a centerline so that it fits on the page?

Have you installed all Service Packs and Updates for your version of Inventor?

Looking at your Sketch1 in the part file I think I would -

start over.

Missing constraints and dimensions and for some reason short segments of lines.

After I had a properly constrained sketch - I would then Retrieve the dimensions in the drawing.

I have installed anything since downloading the program.

There are short line segments in the curve because I was having trouble using the spline tool, but I can remove the short strait line segments. How do I constrain the sketch correctly?

After I have the sketch constrained how should I dimension th DWG?

1. I don't know what that statement means. I assume you meant to right that you haven't installed....

I am suggesting that you do install the Service Packs and Updates.

2. Imagine that you are out on the shop floor making that part, or that I was making it for you. I would have to ask you a lot of questions because you have a lot of dimensions (for example radii of arcs) that are missing from Sketch1.

Also I would expect a lot of Tangent constraints and Horizontal and Vertical constraints that are missing (when you get experienced - Inventor will create all of these for you automatically, so no extra work. But for now - it is extra work that you must do. Each entity in your sketch should turn a dark color as it is fully constrained. I only let my beginners create one entity at a time constraining as they go along. Every dimension you place should have a logical reason for existing - don't just place dimensions for the sake of getting a constrained sketch. Dimensions without a logical purpose only increase the cost of manufacture.

3. I would not allow my beginners to continue on to 2D documentation until they can constrain a sketch.

I understand how to dimension it. I was misled by a teacher of mine, he said that I had to dimension to center points on the curves.
