Hello. These are created by the user in Inventor by a combination of Symbols, Sketch Symbols and the Text tools built in to the drawing environment. There is no specific tool designed just for this purpose, but you should be able to get what you need through symbols and text.

Technical notes are very often used when creating technical drawings.
Creating technical notes through the symbol tool is time consuming and not practical especially in the part of displaying the description of all notes.
It would be very useful to link the technical note tag at the end of the tool to the nominal size of the geometric element as shown in the attachment.
Creating a description of all the entered notes and centering them in the table should be done with a special tool for summarizing – displaying
the entered symbols for all technical notes and manually entering the text of the description of the technical note.
In this way, the problems of manually centering the symbols of the technical notes as well as the summary description of all notes would be avoided.
It would be useful if the summary description of technical purposes could be converted into a block form, in that way the scale of the block display
could be adjusted, editing the technical drawing and moving the position of the description of all notes would give an ideal overview of the technical drawing.

The ESKD add-in may support the kinds of technical notes you want to build. I've never used it.
