In the 2015 part attached in the section colored Yellow how do i remove the inner Black Stripes so the color is the same as the part (grey)

Remove the color Black only in the Yellow Section of the part

Close except only the color in the yellow segment. The Black remains above the Yellow section

I was thinking of maybe somehow a Split is required

If like this.. yes you have to split faces (using a plan for example)

Very close but i get a small amount of Black left on the inner ring after the Split Tool. Thanks

You can proceed for that in the same way, or

You can rethink your design choosing a modeling that can simplify your colouring selection.

Do you realize that this line is not Horizontal and therefore you have a cone rather than a cylindrical face?
