Are there plug-ins, or something similar, that allow Inventor to create an stl file that a 3-D printer requires to print a design?

You just need to model your part in Inventor then do a save copy as and save it as an stl file.

Make sure that before you hit the save button that you press the options button and set the units to the units that your 3d printer expects.. (typically mm)

No plugins required..

Then simply open that stl file in the software that came with your 3d printer and print.

I always set the Units the same as document units.

The printer software we use also has options to change units.
