1. I have never worried about arrow direction - don't think there is a way to change.

2. Tools>Application Options>Sketch tab> Annotation Scale.

Hi! Do you mind defining what arrow you are talking about? If it is about the X or Y axis at lower left corner, you can change it in Tools -> Application Options -> General -> Annotation Scale (between 0.2 to 5).

I am talking about arrows on dimensions in sketches during part modeling. Want to keep good control on sketch appearance and readability.

Lot of times I take screenshots or print sketches for design development meetings. Too early to create idw in this stage of design cycle.
