Model states not updating correctly

I'm having an issue where certain (not all) constraint suppression states in an assembly do not update correctly according to the Model state spreadsheet when switching between states. Also when suppressing/unsuppressing these constraints, it does so in all model states even when the Factory scope setting is disabled.

And if you select STANDARD? It works?

I avoid to use suppressions in the [Primary] model state.

I stopped using Model States at the assembly level. It was generating multiples of the same constraint for each condition and was getting impossible to manage. I spent more time toggling the supression on & off than it was worth. Now, I only use Model States at the part level and ViewReps at the assembly level. It might not work for everyone, but it did for me (at least for now).

I haven't had many blatantly wrong/unsolvable issues with Model States until now. I was very happy they added them as I was so used to using Configurations in SolidWorks many years ago. This one stumped me. I deleted the 2 offending constraints and re-constrained them, works perfectly for now. Still I am stumped as to why they failed in such a way. Its so weird when you can see on the screen two opposite realities at the same time.
