Best way to pass parameters to Frame members

I have a simple frame generator going. I have created a custom part for the members and would now like to update the height of the member but the original publish did not connect that parameter to the ipart.

What is the most elegant way one would solve this?

Do I;

1. Edit the original ipart (which I could only find scant info on) ie somehow open the ipart mod, add parameters etc and resave? Even fresh saves dont seem to allow overwriting of lib iparts?

How do you actually edit library iparts and overwrite?

2. Set up a master parameter part as previously discussed? But where does the scope of the parameter in the ipart actually belong?

A flow chart outlining relationships in these instances would be such a time saver and rapid education for new users.
