Thanks for attaching the part. The first thing is to eliminate using .000 dimensions, they will only cause you problems. Instead locate the center of the ø.070 circle with the Coincident Constraint to the Origin Center Point.

I need to delete a line but have to keep the offset line, when I delete the source line the offset line deletes as well. Is there any way to have the offset line remain, I know there is a way on AutoCAD but I don't know how on Inventor

kelly.young has edited your subject line for clarity: Deleting offset line deletes source line

Your subject line contradicts your text description (I changed it in my response)...

What version of Inventor, and what is the context where you have these lines? Presumably in some sort of sketch?

I just tried this in an Inventor 2019 part sketch, and did not have the same result you are describing; deleting the source line did not delete the offset line. It did, of course, delete the offset dimension and the offset constraint.

I am using 2019 and have the offset in a sketch, but when I delete the source line the offset line deletes as well, wether or not it is dimensioned. I don't know how to delete the offset contrain though perhaps that is the solution.

Post your file or a similar one that behaves the same, or make a screencast showing your workflow (or both). Something is different between your experience and mine.

But you also haven't said what kind of sketch this happens in-- part sketch? assembly sketch? drawing sketch?

Thanks for attaching the images, if you can attach the part that would be helpful as well. It looks like you are patterning geometry and then trying to trim. You might want to simplify the geometry first to the desired single portion, then Extrude, and then Pattern. Trying to do too much within the Sketch at once tends to get problematic.

You can always RMB on the Model Browser Projected Geometry glyph and Break Link to make it easier, although you destroy your constraints and patterned features.

Thanks for the advice about 0 dimensions, I didn't know they could interefere with creating the part later on. What I am trying to make is a piece to a board game I lost. I was trying to keep the extrusion all at the same height, so the space between the offset spline and source spline was where I was going to have gaps between the petals so they show up, if that makes any sense. I was trying to trim the source spline and keep the offset because I wanted the whole petal to extrude up but the not for the gap to cut through all the other extrusions. Wherever there were black lines on the imported image is where I wanted a gap. Sorry if this is confusing but its the best I can explain it.
