Model state replaced by substitute, drawing not remembering changes

Hello.

I have encountered a issue with my drawing.

Some time ago we where using "normal" model states to create a simple model and then create a production drawing.

we recently switched to use a substitute instead.

Our drawing ofc. needed to be updated to use the new model-state, so when I opened my drawing I was greeted by this box.

I choose my new substitute "50-1000-000 QC" and tick use state for all instances.
I save the drawing and check it in the Vault.

But every time i open the drawing, it keeps asking for me to choose a model-state, because it cannot find the old/original model-state.

I have checked the model reference and it is correct.

Using inventor and Vault 2023. Fully updated.

Hi! The Model States drawing behavior does not sound right to me. If possible, please share the Inventor files in zip with me directly johnson.shiue@autodesk.com. I would like to understand the behavior better.
