Why does part in exploded view explode at angle?

I have an exploded presentation of a valve

As you can see, the retainer above the left-hand ball has exploded at an angle.

Why?

the imate of part AE-006-0009 is in the assembly related to axis and point, it is convenient in cylinders that this axis with axis. Notice that there is an angle of 2.36 g of phase shift so when you make the ipn the angle is more noticeable

Your retainer is constrained crooked:

So, by leaving the UCS to local, the arrow will move in relation to the UCS of the part. If the UCS in the tweek is set to "World" it becomes square with the assy UCS. But due to the retainer being skewed, it still comes out as skewed.
