Is it possible to insert a sketch symbol in a drawing, and have it auto-constrain (place) to the edge of a base view?

No you cannot define an "automatic" placement point for a sketched symbol..

You can attach it to an edge/line of a model and it will move when that view moves..

The only thing you could possibly hope for is some iLogic routine to do this. Other then that @mcgyvr is right.
