The English terminology is "major diameter" and "minor diameter". The nominal major diameter of a #8 thread is .164 inches, the minor diameter varies depending on pitch and whether it's an internal or external thread. Threaded holes in Inventor are, by default, represented as the minor diameter. Therefore, when measuring a threaded hole, you will not find the nominal diameter. As @WHolzwarth noted, it can be changed in Document Settings, but this is not recommended; it can lead to mistakes because the hole looks and measures larger than it actually is.

Hi, I'm using Autodesk Inventor 2019 in Windows 10. I am currently trying to model a #8 tapped hole. When I choose the tapped hole option and #8 tap, the hole is created but the diameter of the hole is lesser than what I expect. (0.13" v/s 0.164"). Is this a glitch in inventor?

That's default behavior. In basic setup, Inventor only models tap drill diameters for threaded holes.

It can be changed in IPT Document settings, but I won't recommend that.

It is not an error, the thread is measured by the external diameter of the screw, therefore the internal diameter of the thread will be smaller, I have Inv 2018 and it gives me the same value, what you see there is the internal diameter of the threaded thread
regards
