rotate a part in an assembly

How do I do this? I need to rotate a part 30 degrees. The part is grounded.

I would suggest avoiding grounding parts if you're able -- you'll have much more flexibility constraining origin planes. That said, unground your part, mate constrain two of the planes, and use a rotation constraint on the third plane to rotate it about that plane's axis.

I suspect there is far more to the issue than this.
