What is this icon?

It just says "Assemble" and when I click on it, it does something that looks like it's setting up a constraint or new plane. Sometimes another icon appears next to it "Create Finish". I have no use for these icons and they're always in the way when I click on something.

Is it possible to remove these icons when I click on things?

This is the assemble command, it's hidden so most people don't know it's there. I think maybe somebody used it and then you have somehow set 'show' constraints to on. If you click Hide All, it should disappear.

Change selection priority (quick access bar or Shift + RMB)

Hi! This is the "contextural mini toolbar." It is enabled when certain objects are selected. In this case, your Selection Priority is set to Faces and Edges in an assembly. The Assemble command becomes available.

Unfortunately, I am not aware of an option to turn it off except changing the Selection Priority.
