On a forum I read:
The / INSTALL parameter re-registers all Inventor components in the operating system.
It has nothing to do with product registration. Registering components ensures that the operating system has correct records in the registry for all Inventor DLLs and COM objects. Inventor must register all its components to be able to execute / call them correctly. This process is performed automatically as a last step during the installation of Inventor, but sometimes the registry may be damaged (eg unexpected system shutdown or virus) and this registration must be updated to resolve them again.
Thanks to those who want to answer me.

Giuliano

@Anonymous

Inventor 2012 doesn't work on Win 10. However Win 10 1903 and newer version broke content center for all versions. But there's only updates for Inventor 2017-2020 to fix the issue because Autodesk is not supporting anything past Inventor 2017.

Running a legacy version of Inventor on an unsupported operating system was a risk you took.
