Hi! Based on my quick search, it seems to be related to incorrect or incomplet install of Microsoft C++ Redistributable.

Please go to Control Panel and look for the most recent Microsfot C++ Redistributables installed around the same time as you installed Inventor. Uninstall those. Then run Repair Install (right-click on the Inventor in Control Panel -> Uninstall -> Repair Install).
