Hi, I am using ACADE 2021 with license. I need to transfer this to my new computer. How do i do this correctly?

If you're on Subscription..

Just install it / sign in and it's activated.

You don't need to transfer it anymore.

I'd recommend AVA ( ava.autodesk.com ) for the download or your account manger

Thanks, however if we are not under contract anymore? Is there an easy way to move a license from one computer to another?

@AutoCAD_Oozer, If the user's are same as before, you can just follow the steps that @mdavis22569 said.

If they are different, you can re-assign the license to new users from Admin's account.

It depends on the type of license you had. If it's a perpetual license, then see To transfer a perpetual software license | Search | Autodesk Knowledge Network

If it's a user license which has expired, then you're not allowed to use it anymore?

If you're not under contract anymore / nor have a subscription. Then you can't do anything. There is no transfer. You need a valid subscription to be able to use it. Start with either a Reseller or the Autodesk Online store.
