Try what I suggest starting with the first one then see if your problem goes away: your video card is inadequate/choking.

Other issues: your processor is a low end model (made for word processing duties), plus your ram is insuficient for a 64bit OS, and you lack a quality upgraded video card.

Good evening! I have problems with the trial version of AutoCAD 2016. I installed the program on my personal computer, but it does not work and does not respond. The cursor disappears in the program field, the buttons look wrong, I cannot click on them, I cannot close the program or minimize it. I attach a screenshot to show how the program looks during the work.
I suppose that my computer is not powerful enough to work at AutoCAD 2016. Its characteristics are:
Screen resolution - 1366 * 768
Operating system - Windows 10
Windows version - 1803
Device name - LAPTOP-EMIDGN
Processor - Intel (R) Core (TM) i3 - 5005U CPU
2.00GHz
RAM - 4 GB
The device code is 61C8BE68-4AA7-4ACA-82BF-E59070D9E072
Product Code - 00327-30000-00000-AAOEM
System Type - 64-bit operating system

Please tell me what the problem is and whether I can contact by phone (I live in Russia) with customer support.

Yes, your laptop is underpowered, start GRAPHICSCONFIG command and turn off hardware acceleration to see if that helps.

Trial of AutoCAD2016? you cannot buy a new license for that today, you do know that, correct?

R2016 is also not well suited for Windows10 https://knowledge.autodesk.com/support/autocad/learn-explore/caas/sfdcarticles/sfdcarticles/Windows-10-support-for-Autodesk-products.html

Recent Windows 10 security updates like around Oct 9/10th have caused AutoCAD to lock up on some machines. Do you have an recent Windows security update like this

Yes, I've already uninstalled this update. By the way, my problem was solved: I installed AutoCAD 2018, and it works very good even on the underpowered computer. I don't know, why, but I'm just very happy. Do you know, what is the reason?

And thank you very much!
