Can't complete Inventor 2023 Instalation, error 1624

I get issues when reinstalling Autodesk Inventor 2023, When I first Install I had no issue, but after some consideration, I decided to uninstall and try to install it again. I followed this advice (https://www.autodesk.com/support/technical/article/caas/sfdcarticles/sfdcarticles/Install-Failed-Error-1624-when-installing-AutoCAD-2022.html) to install Microsoft fix but there was no "save to web and mobile" option. only "install" and "uninstall" options. and when I select Install there is no Autodesk Inventor 2023 in the list. I also tried to clean uninstall (https://www.autodesk.com/support/technical/article/caas/sfdcarticles/sfdcarticles/Clean-uninstall.ht...) but the issue still exists.

This might have something to do with the system locale of the OS. See the last post of this Stack Overflow thread. https://stackoverflow.com/questions/5938820/error-applying-transforms-for-an-msi. It is not specific for Autodesk software but may be relevant.
