Reinstall the C++/NET

I have seen a few others report this with 2024.1.1

Yes and removed it from the registry several times.

Do a clean uninstall / reinstall... don't install the 2024.1.1 .. see if you can get it going again

Is the file in question there? Is it blocked?

The file name suggests it has something to do with IFC. You could try installing the latest IFC Exporter to see if that resolves the problem
