Need to activate Caice as Standalone

I'm trying to activate CAiCE on a machine using a Standalone license because we're retiring the NLS that it's using. The internet activation will not work, gives a script error. When I try to use automatic email activation by sending the XML file, I do not get a response. Any suggestions?

this product has been gone for several years

you cannot change the license type

I was trying to follow this process I found from an another thread. Even though this thread is old it still seems it would be relevant as CAiCE is still widely used by transportation departments all over the place.
