Using Fillet tool locks up Fusion 360

I have a simple wheel with 8 spokes. I am trying to round the outside edge of the spokes, but Fusion 360 locks up on me every time.

it is entirely possible that Fusion is not "locked up", just very busy trying to compute that fillet. Fillet can be an expensive operation, especially if the geometry is complex. How long did you let it run? Depending on the geometry, it can take quite a while. Can you share the model?

Have you considered using the "Pipe" command to form the spokes?

Good idea, but it wouldn't work for my application. I just want the outside
edge to be rounded. The remainder is rectangular.
