Project Transfer

I need to transfer an older-style folder, and a newer folder-level security folder to a new Team.

For the folder-level project, I requested this be turned on per this article and didn't hear back.

I have no idea why the other older-style folder won't transfer. I found this article, but it also says contact support, but I cannot with the education license.
