I solved my problem pasting the tool JSON directly into the library file. No base64 encoding necessary 🙂

I'm trying to add a tool to the library. First sign of problem is when it fails to select (preview) my choice of holder. Then when I close the dialog ("Accept" instead of "Save" option these are details...) I get the pictured error message.
Error: Command arguments are: base64 encoded array of tools to update, base64 encoded array of library URLs for the tools to update

I tried several times, same result. 😞

I then tried to import the tool from my colleague (he is using a Mac and these things work for him) but once loaded on my PC the library fails to render the tool's graphical representation and copy/pasting into my target library fails with the same error as above.

I was about to start screaming SHOWSTOPPER! on this one but it turns out that a reboot solved the problem.
