I am a complete novice with Fusion360....I want to create the attached .stl model in Fusion360...but I haven't got a clue where to start can someone give me a starting point?

I was thinking I could draw the profile and then extrude...

I did a Screencast to show you how I would use your STL file to create a modeled body from it. The finished model has a lot of edges in it because of the conversion of all the points from the STL file. If you would like, you can clean up to profile before the final revolve if you would like. By the way, you must have Mesh Workspace enabled in your Fusion 360 Preferences to do the process I outlined. The answer to your TinkerCAD question is NO. Model is attached.

No and that is is by design. TinkerCAD represents geometry in form of triangulated meshes.

Your best option as @jhackney1972 has outlined is to really re-design this with the native tools in Fusion 360.

CAD software such as Fusion 360 uses mathematically precise representations of geometry. You can export these into .stl meshes, but reverse engineering more complex geometric than this ring can be very difficult to impossible.

It's been a while since I used TinkerCAD but I just made something very simple, used "Send To" and it landed in Fusion (as a not-facetted model). TinkerCAD says "Only basic shapes and groups of basic shapes will transfer to Fusion 360." Might be a good pathway for some models.
