Some of the dimensions I place on drawings have the arrows on the inside of the feature and some are placed on the outside of a similar feature. How do I get them all to be inside to reduce clutter?

The placement of drawing arrows on the inside is dependent on the available space between the dimension extension lines. If the dimension and the dimension lines, including the arrowheads, will not fit it places the dimension lines outside of the extension lines and the text inside. You can drag the dimension text outside and this will place the dimension lines inside but of course you really did not save any space. You do not have control over this, it both do not fit, the dimension lines will be placed outside.

You did not say what style template you are using but I am guessing ASME. In the ISO template the dimension text is placed over the dimension line so it may fit better.
