Why can't I delete or change the name of a file which has no usage when I check usage by clicking on the version

I would like to revise the name on a part but it just reverts to the original name when I hit enter. Also when I try to delete the file the popup says it can not be deleted because there is other usage but checking the version, it says there is no usage.

The limitation is that a design cannot be deleted if it is referenced by ANY version of any other design, not just the current version. The reason for this is that old versions can be opened and saved as the latest version, so references can "reappear" from old versions.

Seems to me that the "usage" check should show any usage, old or new. I know there are instances where there is no old usage (don't know that I have any) and I still can not rename or delete the file. What can be done to make the usage check actually useful?

If you know of cases where there are provably no references in past versions, and where Delete is blocked, I would like to know. That would be a bug.

Jeff: It has been my experience that if I create a new part and then insert it into an assembly, I can no longer change the name. If the original name becomes incorrect, I use "save as" to save the part with the new name and replace the original part in the assembly. I am then left with the original part in my files and can not delete it. I am pretty sure there is no other usage since the whole process can take just a few minutes. I work in a single user environment and try to keep the names descriptive rather than use a part number with versions.

I certainly know about blocking delete, once a design has been inserted, even if that reference is later removed (because of the reference in the previous versions). But, as far as I know, that limitation does not extend to rename. See the video below:
