Bug Report: When Creating New Sketch Objects, Constraints Appear Even When Show Constraints Is Turned Off

Here is an example. Steps to reproduce:

1. In new file, create sketch.

2. Turn off "Show Constraints"

3. Create 2-point rectangle

4. Create a fillet on one corner.

The result is that the Tangent constraints appear even though Show Constraints is turned off.
