Unable to download with installer - urlopen error [Winerror 10013]

I can't download Fusion 360 (personal license) on fairly fresh install of Windows 10 LTSC using the installer.

I had Malwarebytes Firewall installed at first attempt but have disabled and uninstalled now with no change.

Tried installing python 3.10, no change.

Log attached.

Does anyone know what else I should try?

Take a look at this Forum article for help, message 2. There are any number of web articles on this error, Google it using Fusion 360 installation error and then plug in your error message. Also, you may have disabled one Firewall but what about Windows Firewall, turn it off temporarily. You also need to be running the Fusion 360 as the administrator.

This problem unstuck itself, but I honestly don't know why. I restarted a couple times, tried purging files from Temp and Autodesk folders, disabled firewall, ect. Hours later I went to show a friend what the issue was it suddenly worked on the first try. I'm not sure if this is an issue with this desktop or the ISP but I'm the network because tor and torrents are blocked.
