Many of my projects begin without a specific part or model name, so I use a descriptive name for the initial project.

I can change the name of the file in the data panel under my work folders, but it doesn't change the top level name of the first component in the browser. I've tried right-clicking on it and changing it through the properties' dialog.

Out of desperation, I've just spent $15 on properties + just to rename a part. If there's another way, I can't find it.

I do not see any issue in the process of renaming the Data Panel file and having it transfer to the top level component in the Browser. Make sure the file is closed when you do the process of renaming. Take a look at the Screencast.
