Create a circle. Offset this circle twice by different amounts.

If you create a vertical chord on the outer circle and try to establish the distance from it to a tangent point on the intermediate circle, you get a over-constrained warning. This bug doesn't take place if the 3 concentric circles are independent (not offset).

You can still get the result you're looking for if you don't make the chord touch the outer circle, but first establish the distance (vertical line to middle circle) and finally make the ends of the vertical line coincident with the outer circle.
