Trying to cut a feature that is perpendicular to 2 angled planes

So I have managed to do this once but now can remember how and thought there is probably an easier way to accomplish it. I am making a cover that has a cylinder that is angled at 2 different angles in 2 planes. I can either approach it from a perpendicular plane of the 2 angles or (I believe easier) a perpendicular plane to the ID of the inner wall. Im pretty lost at this point and could use a little direction on how to approach it.

Looks like I have a lot to learn. I suspected that it was a very simple function that I just could not find online. I am trying to un-program my AutoCAD mindset.
