Cannot install initial attempt on Windows

I have downloaded the initial installer, but I cannot get the installer to run, I am running into some sort of SSL issue. The logs should be attached below, I had trouble getting them to upload also.

Error Message:

SSL: DECRYPTION_FAILED_OR_BAD_RECORD_MAC

What is your operating system?

Probably caused my an unstable internet connection. Take a look at this article.

Sorry I meant to include that. Its a brand new Windows 1o Pro computer. I have attempted to disable the Windows Defender Firewall and installed all security updates.

I did not create a Micosoft account, its just a local account, so I am trying to research if that is a "limited" account and could contribute to this.

For future travelers, or anyone that may search this problem here:
It appears I was able to bypass the above error message by hardwiring my network/LAN cable instead of using the Wi-fi. Not sure why that made a difference, but it appears to be working now.
